Julian Li is partner and responsible for the Water Resources, Energy and Mining Area.

He has an extensive experience regulating Water Resources for projects in all the productive sector, especially in the mining, agricultural, electrical and industrial generation areas.

His advice includes obtaining rights to use underground and surface water, sea and desalinated water, authorization for wastewater discharges, reuse agreements, establishment of fees, determination of economic compensation, building and operation of hydraulic infrastructure, water reservoirs, establishment of ecological flow, regulation of heads of drainage basin, marginal belt, discharge plan, coordinated operation contracts, concessions and authorizations for electric generation, beneficiation concession, administrative penalizing procedures before the National Water Authority, OSINERGMIN, among others.

He has been Director of the Legal Advice Office of the National Water Authority (2014-2015) as well as Head of the Natural Resources Area at Lazo & De Romaña Abogados (2015-2019) and Senior Associate of the Area of Regulation and Public Services at Rodrigo, Elías & Medrano (2008-2014). Member of the Group for the Promotion of Public Policies concerning Water of 2030 WATER RESOURCES GROUP (2017 – 2018). WORLD BANK collaborator on the periodic report of water regulation in Peru for the Facilitating Business project in Agriculture 2017.

Academically, since 2015 he has been a guest professor of the Water and Mining Module in the INTE Mining Environmental Legislation Course – PUCP and professor of the Specialization Course of Energetic Environmental Law organized by the National Society of Mining, Petroleum and Energy.
